Accessibility in Housing: Findings from the 2019 American Housing Survey

HUD included several questions in the 2019 American Housing Survey to gauge the level of accessibility in the U.S. housing stock. The responses to the "Housing Accessibility" module revealed that 13 percent of U.S. households include someone who uses a mobility-assistive device, and 19 percent of households include an individual with accessibility needs. In addition, 6 percent of households include someone who has difficulty entering the home, or accessing or using a kitchen, bathroom, or bedroom due to a condition.

The Usefulness of the GUTREHB Variable

In 2015, the American Housing Survey (AHS) included a new variable, GUTREHB, to its questionnaire to identify owner-occupied units that had undergone a gut rehabilitation within the previous 10 years. Adding this new variable helps researchers and policymakers learn how housing stock evolves over time. This publication provides background information on the GUTREHB variable, using data from the 2015, 2017, and 2019 AHS survey to assess its utility and reliability. The author concludes with an exploration of possible future directions for the variable.

Characteristics of HUD-Assisted Renters and Their Units in 2019

This report draws upon data from a supplemental survey included in the 2019 American Housing Survey and administrative data matching to describe key features of both the rental housing assistance that HUD provided and the households that HUD served. The report analyzes how the HUD-assisted rental stock has changed over the last three decades, and it examines the location of HUD-assisted housing, the quality of the units, and tenant satisfaction. From 1991 to 2019, the number of HUD-assisted units increased by 11 percent. HUD’s program mix has changed substantially as the Housing Choice Voucher program expanded its share from 26 percent of the assisted stock in 1989 to 48 percent in 2018.

The Rent Reform Demonstration: Impacts on Work, Housing, and Well-Being After 42 Months

The purpose of the Rent Reform Demonstration is to test an alternative to the current rent-setting system for families using housing choice vouchers (HCV). In 2015, the demonstration began enrolling voucher holders in 4 cities at 4 Moving to Work public housing agencies (PHAs), with approximately 6,600 HCV assisted households participating. This report presents results through the first triennial recertification on a new rent policy’s impacts on labor market and housing-related outcomes based on administrative data and data from a long-term followup survey conducted approximately 42 months after the new rent policy took effect. The results indicate that, when the findings for all four PHAs are combined, the new policy did not increase tenants’ employment or average earnings in unemployment insurance covered jobs during the 42-month followup.
