This historic report describes an audit of a survey of residential buildings in St. Joseph County, Indiana. The survey was undertaken to monitor the effects of the Housing Assistance Supply Experiment (HASE) on the local housing market. HASE was the second component of the three-part Experimental Housing Allowance Program, which tested the feasibility and desirability of a national program of direct housing assistance to low-income households.
