This historic working note discusses the inflation in housing costs that occurred in Brown County, Wisconsin, one of the Housing Assistance Supply Experiment Sites, between 1973 and 1978. The authors examine whether this inflation warrants increasing monthly housing allowance disbursements to program participants, and analyze whether the source of the inflation may be the program itself. The note ultimately concludes that housing allowance payments should be increased, and that the increase in housing costs in Brown County is not attributable to HASE. HASE was the second component of the Experimental Housing Allowance Program.
