This brief presents estimates of the number of people experiencing unsheltered homelessness on a single night in January, 2019. It discusses definitions of encampments and the questions: who is experiencing unsheltered homelessness generally and in encampment settings, why unsheltered homelessness is increasing overall, and what is driving the increase in encampments.
