Robert R. Taylor Estates Highlights Case Studies in Community Redevelopment

HUD USER publishes a series of Case Study examples based on federal, state, and local strategies that increase affordable housing opportunities, integrate sustainable features and practices, and increase access to public transportation. The projects featured in these reports have demonstrated innovation achieved through the work of a multitude of partnerships and initiatives.

The most recent Case Study describes the redevelopment of the Robert R. Taylor Homes public housing complex in Wilmington, North Carolina. Spurred by a HOPE VI demolition grant, the 192-unit Robert R. Taylor Estates came about as the result of an inclusive community planning process that sought to restore the city’s once vibrant NorthSide neighborhood. The redevelopment includes three distinct projects, financed with support from the Low-Income Housing Tax Credit program, the Community Development Block Grant program, and Home Investments Partnership program (HOME).

The redevelopment includes one of the first residential projects in the state to seek Leadership in Energy and Environmental Design (LEED) Platinum certification and a senior home built according to universal design principles. The transformation of the site earned Taylor Estates the HUD Secretary’s Opportunity and Empowerment Award in 2012.

Visit HUD USER’s Case Studies Resource page to learn how the Robert R. Taylor Estates redevelopment is helping to improve the quality of life in Wilmington’s NorthSide neighborhood, and to view other promising examples of how communities across the nation are raising the bar on affordable, sustainable development.
