Using Healthcare Payors To Fill the Affordable Housing Gap


In October 2021, Enterprise Community Partners hosted a virtual event titled "Filling the Capital Stack: How Health Care Payors Can Help Fill the Affordable Housing Gap." Panelists discussed the phenomena of healthcare payors — hospitals, Medicaid managed care organizations, and health insurance companies — financing affordable housing developments. The assembled speakers discussed the 76-unit senior living community, the Pearl, in Jackson, Mississippi, as an example of this financing model.

Addressing the Eviction Crisis
In the leadership message, PD&R’s director of the Office of Policy Development Jennifer C. Turnham discusses the COVID-19 induced eviction crisis and the measures that PD&R is taking to respond. Turnham describes newly announced grants to provide legal assistance to tenants at risk of eviction, a November 2021 HUD report to Congress exploring the feasibility of a national eviction database, and new data on housing insecurity added to PD&R’s National Housing Market Indicators report.

Permanent Supportive Housing Created Within 3 Months of Extended Stay Hotel Acquisition
Casa de Esperanza is a permanent supportive housing development with 119 efficiency units in Fort Worth, Texas. The development, which was previously a Home Towne Suites extended stay hotel, was converted to affordable housing in just 12 weeks using $9.25 million in Coronavirus Aid, Relief, and Economic Security Act funds. Casa de Esperanza serves the formerly homeless and those at risk of becoming severely ill from the novel coronavirus.
