This report summarizes the results of an evaluation of the DC Flexible Rent Subsidy Program. It focuses primarily on the results of the qualitative analysis, including discussion of first-year outcomes in use of DC Flex accounts, homelessness and housing stability, use of Continuum of Care services, housing mobility, and economic well-being.

In 2016, the U.S. Departments of Housing and Urban Development and Justice launched the Pay for Success Permanent Supportive Housing Demonstration, an innovative financing model that links payment for programs to the outcomes they achieved. This Year 3 report summarizes the grantees’ progress in the third year of the demonstration, January 2019 through December 2019.

Understanding Rapid Re-housing through Participants' Experiences

The Understanding Rapid Re-housing study seeks to shed light on the current state of rapid re-housing (RRH) regarding participant outcomes as well as program practices in different types of communities. The ethnographic report describes findings from qualitative research undertaken over the course of 15 months (from late 2018 through early 2020) with 16 households in two different communities during their time in RRH and after exit from the program.

Evaluation of the HUD Youth Homelessness Demonstration Program Initial CoC Survey

In 2017, HUD launched an implementation evaluation of the Youth Homelessness Demonstration Program (YHDP). This report summarizes the first survey of all Continuums of Care (CoCs), which establishes a baseline understanding of what mix of services and housing are currently available for youth and young adults, ages 14–24 across the country and compares that level of housing and services to those available in the round one YHDP CoCs.

Work, Engagement, and Well-being at the Midpoint: Findings from the Family Self-Sufficiency Evaluation

This report examines Family-Self Sufficiency (FSS) program implementation, participants’ engagement, and program impacts on labor force participation and government benefits receipt. Three years after random assignment into the FSS treatment or the control group, the research team conclude that: FSS increased participation in a range of employment-related services, especially education and financial literacy; participants in the FSS program did not experience a sustained increase in employment rates or average earnings; and, FSS participants experience steady shifts from part-time to full-time employment.
