Just Released: ResearchWorks Volume 1, Number 1

The debut issue of "ResearchWorks" - a new periodical
from HUD's Office of Policy Development and Research
(PD&R) that brings housing policy research together with
the latest news from the field - is now available.

"ResearchWorks" is intended to bridge the gap between the
research and practitioner communities, bringing together
news of the latest research, the practical application of
good ideas, and the recognition of those who make a
difference in the field of housing and community
development.

This first issue highlights three new PD&R publications
and three local developments in energy efficient housing
and urban development. The lead article explores how a
small builder in Armory Park del Sol, AZ is using PATH
technical support to develop energy efficient houses, as
well as a showcase "zero energy" home that produces as
much energy as it consumes. This success story shows how
PATH technical support is effecting market transformation
in the form of innovative homebuilding that makes good
economic sense.

The issue also highlights the study "Public-Sector Loans
to Private-Sector Businesses," which examines how
economic development loans from HUD have helped bring
development projects to fruition. A related article
shines the spotlight on the Central Business District of
Silver Spring, MD, where HUD programs have been kick-
starting the economic revitalization of a once-proud
downtown area. The CDBG program, the Section 108 loan
guarantee program, and the Economic Development
Initiative have all brought something of value to the
table to help spur the growth of housing and small
businesses.

Another article explores one of HUD's key housing
assistance programs: the Section 8 homeownership program.
The article outlines two recently published research
studies on the impact of the voucher homeownership
program. "Voucher Homeownership Assessment: Volumes 1 and
2" and "Costs and Utilization in the Housing Choice
Voucher Program" show that some encouraging results are
being achieved in the Homeownership program.

The final story showcases the San Diego Housing
Commission's "Moving to Work" demonstration program that
provides housing assistance and support systems in the
context of locally designed initiatives. Through a
Community/University Partnership, graduate students in
Educational Technology at San Diego State University
partook in evaluating the "Moving to Work" program.
