Rehabilitation Provides Major Housing Opportunities in Urban Areas

As U.S. metropolitan areas become increasingly
developed and the housing stock continues to age, the
rehabilitation of older homes is becoming a key source
of housing opportunities in our major urban areas. To
be effective, rehabilitation requires that
partnerships be forged among the nation's home
remodeling industry; federal, state, and local policy-
makers; nonprofits; and other associations with the
knowledge and resources to support this sector of the
housing market.

A new HUD report titled "Rehabilitation Data Needs: A
Building Industry Forum" addresses the issues
surrounding rehabilitation and improvement of U.S.
housing, and looks at required data sources and
appropriate strategies for implementing these data
collection efforts. A select group of leaders
representing industry, government, lenders,
associations, practitioners, and scholars was convened
by The Forum on Rehabilitation Data Needs to provide
this in-depth perspective on rehabilitation and to
identify opportunities to for meeting specific housing
needs. The group's concrete suggestions about how to
develop additional data sources that more accurately
depict the status of housing rehabilitation are also
presented in the report. Forum panel discussions
focused on data and research issues in four areas:

o Geographical Dimensions of Rehabilitation
Activity.

o Rental Housing.

o Financing Rehabilitation Activity/Government

o Rehabilitation Programs/Insurance
Rehabilitation.

o Evaluation of Data Sources and Strategies for
Generating Improved Rehabilitation Data.

Each panel consisted of presentations by experts in
the field, followed by a group discussion among
panelists and attendees. The key conclusions from the
presentations are included in the report along with
summaries of panel discussions.
