An Evaluation of the Federal New Communities Program
From 1970 – 1983, HUD promoted the development of large, mixed-use new urban communities through the issuance of grants and loan guarantees authorized by Title VII of the Urban Growth and New Community Development Act. This was known as the New Communities program. This historic report is a retrospective of that program; its pitfalls, successes, challenges, and lessons.
