Draft Environmental Statement on Operation Breakthrough

This historic report is an early assessment of the anticipated environmental impact of Operation Breakthrough, a HUD demonstration project to test innovative building materials and methods for the industrial production of housing at volume that began in 1969. Though the report allows that it is a draft version only, the authors anticipate no adverse environmental effects.
