This historical report relays the preliminary findings of researchers engaged in the Housing Allowance Demand Experiment, a HUD-contracted test of housing allowance models in the metropolitan areas of Phoenix, Arizona and Pittsburgh, Pennsylvania. Renter households enrolled in the experiment received direct cash allowance payments for three years, following one of several assistance models; a smaller number of control households received a $10 monthly payment for providing information. This publication examines data collected in the first year of the demonstration.
