The Rehabilitation Guidelines were prepared by the National Institute of Building Sciences for the U.S. Department of Housing and Urban Development in response to the requirements of Section 903 of the Housing and Community Development Amendments of 1978. The Rehabilitation Guidelines were not code; instead, they were designed for voluntary adoption and use by States and communities as a means to upgrade and preserve the nation’s building stock, while maintaining reasonable standards for health and safety.
