HUD has completed the enrollment and lease-up phases of the Moving to Opportunity (MTO) demonstration, a residential mobility program with the goal of reducing concentrations of poverty and moving public housing families to self-sufficiency in better neighborhoods - with safer streets, better schools, and more. Over 4,500 families have participated in MTO. Moving to Opportunity for Fair Housing Demonstration Program: Current Status and Initial Findings concludes that allowing residents to move from highly concentrated areas of poverty leads to wider opportunities for themselves and their children.
