This historic guidebook, prepared by the American Planning Association with the assistance of the Urban Land Institute for HUD’s Office of Policy Development and Research, suggests means of streamlining local land use regulations for the purpose of promoting affordable housing. The 74-page publication provides information about simplifying, expediting, and otherwise streamlining processes such as zoning, subdividing, and environmental permitting in order to reduce the costs of housing development.
