This historical report was produced in response to Section 113 of the Housing and Community Development Act of 1980 which directed HUD to report to Congress on the adequacy, effectiveness, and equity of the formula for allocation of funds under Title 1 of the Housing and Community Development Act of 1974 in regards to the data derived from the 1980 decennial census. The authors posit that the two main implications of the 1980 census on the CDBG program include 1) the redistribution of funds among program recipients and 2) how community development problems and their relative severity have changed since 1970. The report analyzes these questions for how to distribute program funds so that jurisdictions that need more funds receive them proportionately.
