This historic publication is a draft working note prepared by the Rand Corporation for HUD's Office of Policy Development and Research, reporting the work of a 12-person design review panel tasked with commenting on the proposed design of the Housing Assistance Supply Experiment. The design review took place June 25-27, 1973, at the Rand Corporation in Washington, D.C. The design review panel consisted of scholars from Harvard, Princeton, Stanford, the Brookings Institution, the University of Wisconsin, and other institutions.
