This historical publication was produced by HUD to explain the Tenant-Based Rental Assistance (TBRA) program, which enabled tenants to receive assistance in rental units of their own choosing as opposed to project-based subsidy programs. The report is broken into four parts: overview of the TBRA program, subsidy calculations, implementing TBRA, and ongoing program administration. Also included are 11 appendices, such as a sample outline for a tenant selection plan and outreach strategy, and understanding PHA waiting lists and federal preferences.
