Prepared by Public Housing Administration’s Housing and Home Finance Agency in conjunction with the National Association of Housing and Redevelopment Officials, this historic bulletin provides public housing authorities with information regarding the establishment of income limits. Income limits determine the maximum annual income that an individual or household may have and still be eligible for tenancy in a PHA-managed unit. At this time, PHAs were responsible for establishing income limits in accordance with local conditions.
