Jennifer C. Turnham

Jennifer Turnham joined HUD in September 2020, serving as the Director of PD&R’s Policy Development Division before assuming the Associate Deputy Assistant Secretary position in the Office of Research, Evaluation, and Monitoring. Before coming to HUD, Ms. Turnham spent 20 years as a housing and community development researcher, leading several major HUD studies, including the Housing Choice Voucher Program Administrative Fee Study, the Supportive Services (IWISH) Demonstration, the Study of Housing Recovery on the Gulf Coast, the Welfare to Work Demonstration, and the Voucher Homeownership Assessment. Between 2015 and 2017, Ms. Turnham served a two-year appointment in HUD’s Office of Public and Indian Housing. Ms. Turnham has a BA from Williams College and an MA from the University of Minnesota.
