TED E. PAYNE
Mr. Payne is the Director of the Program Monitoring and Research Division of the Office of Policy Development and Research (PD&R), U.S. Department of Housing and Urban Development (HUD). In that position, he manages the Data License program which disseminates HUD administrative data for program research, the Enterprise GIS (eGIS) team who manage all the GIS applications and contract work related to the GIS applications, and a cadre of program researchers who do program monitoring research. Mr. Payne is also the Information Systems Security Officer for all systems in PD&R.
Prior to joining HUD, Mr. Payne was the Geographical Information Officer for the United States Department of Agricultural (USDA), the Program GIS Program Management Officer for the USDA, and the Chief GIS Program Manager for the Farm Service Agency also at the USDA. Mr. Payne’s professional career can be sliced and diced many different ways for various views. Professionally, he started as a GIS cartographer, became a GIS programmer, managed a team of GIS programmers, and managed a GIS program with many different vertical mission areas before moving into the geospatial information officer position at USDA. He also has considerable experience that cuts through the private sector, municipal government, and the federal government.
Mr. Payne holds a Bachelor of Arts Political Science, a Master’s degree in Communications, and a Master’s degree in Geography all from Kansas State University.
