Carol Hafford, PhD, Task Leader for Household Survey and TDHE Telephone Survey, NORC at the University of Chicago Carol Hafford is a Senior Research Scientist with nearly 20 years of experience conducting program evaluations and survey research on human service programs for vulnerable children, youth, and families in diverse communities. With an emphasis on the use of culturally competent research methods, she has conducted multi-site studies in Indian Country that examined the coordination of tribal TANF/child welfare services and the implementation of family preservation and support services. Dr. Hafford currently works on an evaluation of career pathway programs to meet tribal health care professional workforce needs. Earlier, she worked onsite at HUD's Office of Community Planning and Development and provided technical assistance on grantee performance reporting for the CDBG, HOME, Emergency Shelter Grant, and HOPWA programs.
