These files make available the 50th percentile rents for fiscal year
2003 by Fair Market Rent area and by county. 

THESE ARE NOT FAIR MARKET RENTS.  

Under certain conditions, as set forth in the Interim Rule (Federal
Register dated October 2, 2000), these 50th percentile rents can be 
used to set success rate payment standards. 

There is one record per metropolitan area or nonmetropolitan
county in the area file.  The rents for all component counties
of a metropolitan Fair Market Rent Area ("MSA") are the same,
and are therefore not listed separately.  In the county file, 
there will be duplicative rents for each county in a metropolitan area.  

Fair Market Rent areas incorporate the Office of Management and Budget's
most current definitions of metropolitan areas, with exception to 
several large metropolitan areas whose revised OMB metropolitan area
definitions were determined by HUD to be larger than the housing market
areas as listed below:

Chicago, IL - Dekalb, Grundy, and Kendall Counties
Cincinnati-Hamilton, OH-KY-IN - Brown County, OH; Gallatin, Grant and
   Pendleton Counties in KY; and Ohio County, IN
Dallas, TX - Henderson County
Flagstaff, AZ-UT -= Kane County, UT
New Orleans, LA - St. James Parish
Washington, DC-MD-VA-WV - Berkeley and Jefferson Counties in WV; 
   and Clarke, Culpeper, King George and Warren Counties in VA


Rents for units above 4 bedrooms are found by adding 15 percent to
the 4 bedroom rent for each additional bedroom.  The rent for Single
Room Occupancy is 75 percent of the 0 bedroom rent.
