Subject: Transmittal of Revised Fiscal Year (FY) 1999 Income Limits for the Public Housing and Section 8 Programs

This notice transmits changes in the Section 8 income limits released on January 27, 1999, in Notice PDR 99-02. The changes made relate only to the Section 8 Existing "30 percent of area median income" limits. These income limits have been increased where-ever necessary to ensure that the one-person 30 percent income limit is at least as high as the State Supplemental Security Income (SSI) benefit level.

The SSI program provides a minimum entitlement income standard for elderly and disabled households. Since significant numbers of elderly and disabled households participate in the Section 8 Existing housing program, it was determined that one-person households with incomes below that standard were of unusually low income and that a modification to income limit standards was needed. A formula approach was used to revise minimum income limits in all situations where one-person SSI benefits would otherwise be higher than 30 percent of median Section 8 Existing income limits. These revisions increase the lowest income limits in Alaska, California, Louisiana, Oklahoma, and West Virginia by amounts ranging from $300 to $950 a year.

HUD field offices with assisted housing program functions are responsible for maintaining records of income limits for areas within their jurisdiction. Notification of income limit revisions should be promptly distributed to program participants, and Field Offices should be prepared to make income limits available to the public upon request.
