New Picture of Subsidized Households Fact Sheet from HUD User

HUD's Office of Policy Development and Research (PD&R) offers a wealth of data on the HUD User Clearinghouse. PD&R is pleased to present the following fact sheet, which summarizes and highlights statistics from the Picture of Subsidized Households (Picture) data set.

The Picture data set, also known as Assisted Housing: National and Local, allows users to sketch a picture of more than 5 million subsidized households across the United States. Picture data include the following the U.S. Department of Housing and Urban Development program classifications: Public Housing, Section 8 Housing Choice Vouchers, Moderate Rehabilitation, Section 236, and other HUD multifamily subsidies.

Housing Choice Voucher program, under legislation enacted in 1998 allow participants to find and lease housing in the private market.

In 2016, the Housing Choice Voucher program had funding for 2,474,400 units. 93% of these units were occupied with 5,350,188 individuals.

The average family expenditure for this program was $364 per month and the average HUD expenditure was $760 per month. 88% of households had a utility allowance, which averaged $130 monthly.

31% of households had wages as the major source of income, 61% of households had other major sources of income, and 4% of households had welfare as the major source of income.
