Making Affordable Housing Regulation Work in Montgomery County, Maryland


In March 2019, the Affordable Housing Conference of Montgomery County convened a panel to discuss the regulatory landscape of Montgomery County, Maryland, and its influence on the local supply of affordable housing. Moderator Steve Smith of SunTrust Community Capital and the four speakers discussed challenges in each phase of development, including the dwindling availability of sites, the complexities of multi-source financing, and the extra costs associated with construction of an affordable project.

The Hotel Oakland Village Supports Aging in Place
In the leadership message, director of PD&R's International and Philanthropic Affairs Division Cynthia Campbell recounts her recent visit with deputy assistant secretary Calvin Johnson to the Hotel Oakland Village in Oakland, California. Originally constructed in 1912, the development was converted into a 400-unit affordable senior housing development in 1979. Campbell discusses the project's use of the Village model of senior living, which promotes resident health and wellbeing through social engagement.

Replacing 200 Units of Aging Affordable Housing With Modular Construction in Greenfield
By 2015, the aging Leyden Woods Apartments in Greenfield, Massachusetts was nearly 50 years old and experiencing mounting structural and environmental problems. After plans to replace the original buildings with new construction elsewhere on the property proved infeasible, owner The Community Builders (TCB) chose to instead undertake replacements using modular construction. The eight-stage modular construction project cost $79 million and successfully replaced each of the 200 affordable housing units while minimizing disruption to residents and allowing for the use of existing building permits.

Cityscape: Collecting 25 Years of Housing and Community Development Research
PD&R's peer-reviewed journal, Cityscape, turns 25 years old this year. HUD launched Cityscape in 1994 to foster research and discussions that would inform the policymaking community and strengthen PD&R's position as a source of reliable and objective research on housing and community development issues. The multidisciplinary journal is published three times per year, with each edition covering a different topic. The Cityscape website includes an archive of and links to all 58 editions.
