Research:
Landlord Participation Study
A newly published report from PD&R's Multidisciplinary Research Team examines landlord participation in the Housing Choice Voucher (HCV) Program from the perspective of public housing agency (PHA) staff. The report investigates the factors that determine landlord participation, and how local PHAs can increase rates of landlord participation in their own localities. The study uses a mixed-method approach that combines HUD administrative data with information taken from the American Community Survey.

The Milwaukee HMA Experiences Employment Growth, but the Housing Market is Soft
The latest article in a series focusing on HUD's Comprehensive Housing Market Analyses (CHMAs) examines the Milwaukee-Waukesha-West Allis housing market area (HMA). Located in Wisconsin just west of Lake Michigan, the Milwaukee HMA is the largest HMA in the state. The unemployment rate averaged 3.2 percent over the past year, with the education and health services sector leading all other sectors in employment growth. The sales and rental housing markets are both soft, with the homeownership rate declining since 2010 and expected to continue to decline.

Preparing a Place for Seniors in Santa Cruz, California
Developed by the nonprofit MidPen Housing in partnership with St. Stephen's Lutheran Church, St. Stephens Senior Housing is a 40-unit affordable housing project in Santa Cruz, California. The congregation had been interested in providing affordable housing since 2011. The development, which ultimately cost nearly $18 million, opened in 2017 and has attracted attention from other Lutheran congregations around the country, many of which have reached out to St. Stephen's for insight into developing their own affordable housing.
