I was reviewing the overview on Fair Market Rents available at https://www.huduser.gov/datasets/fmr/fmrover.doc.
As I understand it, if Metro American Housing Survey data are available for a particular MSA. However, if such data are not available, then data from the decennial census or random digit dialing surveys are used. In which cases would the census figures be used versus random digit dialing as a base? Please advise. Thanks. Rich
