This historical publication explained HUD’s “SuperNOFA” process, which merged HUD’s 40 competitive programs, each of which had its own NOFA, into three SuperNOFAs. The guide has four parts: understanding HUD’s SuperNOFAs, HUD’s major non-competitive programs, coordinating HUD programs, and descriptions of programs included in the SuperNOFAs.
