This historic publication, the first in a three-part series, provides information about the activities, resources, and needs of homeless shelters and other service agencies that are recipients of federal Emergency Shelter Grants (ESGs), and the effectiveness of the grants in meeting those needs. In fiscal year 1991, between 3,000 and 3,500 provider agencies received ESGs, with the average grant totaling $20,592. The ESG program is among the largest and oldest of the 1987 McKinney–Vento Homeless Assistance Act’s programs.
