This historical publication was produced by the Urban Institute under contract with HUD to analyze the HOME Investment Partnerships Program, which was the Nation’s first block grant for housing, allowing state and local governments to fund a variety of authorized program activities. The report is based on interviews with state and local officials and housing developers; housing cost data from local agency files; and HUD program management data on property physical, financial, and occupancy characteristics. The authors concluded that HOME made a substantial contribution to state and local affordable housing efforts, especially for lower-income households.
