This historical report was undertaken by the FHA to explain its system for analyzing the housing market to suit its particular needs and create accurate reports in an efficient manner. These techniques were first developed in 1936 and have been modified, expanded, and refined to meet the agency’s needs, except for the the second world war limiting their ability as building controls were restrictive of free market forces. The FHA’s housing market analysis is focused mainly on delineating the market area, the area’s economy, demand factors, supply factors, current market conditions, and quantitative and qualitative demand.
