This historical publication was produced by a twenty-three-member task force chaired by the former Secretary of HUD, Dr. Robert C. Weaver, to review and make recommendations on the role that FHA should play in a federal housing strategy. The task force concluded that the FHA should take an active role in credit markets by providing mortgages for subsidized and unsubsidized housing. The authors made six recommendations in the following areas:

  • Reinvestment in urban neighborhoods
  • Multifamily rental housing
  • Single family housing
  • Subsidized housing
  • Other specific recommendations
  • Administrative structure

The report concludes that the FHA should focus on providing greater availability of mortgage capital to individuals who might otherwise find it difficult to obtain that financing and promote the movement of capital from other sectors into housing.
