This historical publication is the Interim Report of the Task Force on Housing Costs. The Task Force was created by Secretary Patricia Roberts Harris in April 1977 to develop recommendations on what the federal government, and HUD specifically, can do to reduce housing costs. Suggestions and recommendations were compiled from HUD staff and literature on the topic and fall into the following categories:

• Local Land Use Controls (Zoning, Subdivision Ordinances, Growth Controls)
• State and Local Building Codes
• HUD/FHA Processing
• HUD Environmental Reviews
• Financing Costs and the Secondary Finance Markets
• Large-Scale Land Acquisition and Development
• Settlement Costs
