This historical report estimates the population eligible to participate in the first three years of the Housing Assistance Program in Brown County, Wisconsin and St. Joseph County, Indiana, compared to the population that ultimately enrolled for assistance. The authors determined that approximately 40 percent of those eligible to enroll did so. The report was authored by the Rand Corporation, on behalf of HUD, as part of the expansive Housing Assistance Supply Experiment.
