The Section 510 "Co-ops for Neighborhoods" DeII'_onstration, a joint initiative by New York City's Department of Housing Preservation and Development and the U.S. Department of Housing and Urban Development, tests new ways to rehabilitate and transfer ownership of City-owned multi-family properties to low-and moderate-income families. In the baseline report of the 510 Demonstration (September 1980), a history and description of the program were presented, along with a discussion of major issues and an account of the progress of the program in three neighborhoods.
