Permits for construction of new housing units were up 8 percent in the first quarter of 2002, at a seasonally adjusted annual rate (SAAR) of 1,698,000 units, and were up a statistically insignificant 2 percent from the first quarter of 2001. One-unit permits, at 1,317,000 units, were up 10 percent from the level of the previous quarter and up 6 percent from a year earlier. Multifamily permits (5 or more units in structure), at 306,000 units, were a statistically insignificant 2 percent below the fourth quarter of 2001 and 16 percent below the first quarter of 2001.

Construction starts of new housing units in the first quarter of 2002 totaled 1,715,000 units at a seasonally adjusted annual rate, 9 percent above the fourth quarter of 2001 and a statistically insignificant 5 percent above the first quarter of 2001. Single-family starts, at 1,373,000 units, were 9 percent higher than the previous quarter and 7 percent above the year before. Multifamily starts totaled 288,000 units, unchanged from the previous quarter but a statistically insignificant 8 percent below the same quarter in 2001.

Housing units under construction at the end of the first quarter of 2002 were at a seasonally adjusted annual rate of 1,012,000 units, a statistically insignificant 1 percent above the previous quarter and a statistically insignificant 1 percent above the first quarter of 2001. Single-family units stood at 677,000, a statistically insignificant 1 percent above the previous quarter but unchanged from the first quarter of 2001. Multifamily units were at 301,000 units, up a statistically insignificant 2 percent from the previous quarter and up a statistically insignificant 3 percent from the first quarter of 2001.

Multifamily completions, at 251,000 units, were a statistically insignificant 7 percent below the previous quarter and 12 percent below the same quarter of 2001.
