PD&R Quarterly Update: Advancing Equity in the Home Valuation Process


In July, HUD's Office of Policy Development and Research held its Quarterly Update event, titled "Advancing Equity in the Home Valuation Process." HUD Secretary Marcia Fudge opened the virtual event by announcing a new initiative called the Interagency Task Force on Property Appraisal and Valuation Equity. Following this announcement, four panelists discussed the conditions surrounding inequity in home valuations and strategies to address the problem.

Adaptive Reuse of Historic High School Provides a Low-Carbon Community for Seniors in East Haven, Connecticut
The Tyler is a 70-unit, mixed-income apartment development serving seniors in East Haven, Connecticut. Built in the East Haven High School, a local historic landmark that sat vacant for 20 years before the adaptive reuse project opened in 2020, the Tyler is one of the first projects in the U.S. to pursue the Passive House Institute's EnerPHit energy-efficiency standard. The $31 million development preserved elements of its past such as exposed terrazzo floors, while adding state-of-the-art modern technology, like the rooftop solar array.

Opportunities to Increase Housing Production and Preservation
In the Trending article, HUD's Pam Blumenthal and Regina Gray discuss opportunities to increase the nation's housing supply by increasing the number of units produced and preserved. Currently, the U.S. faces a housing deficit, worsened by excessive local regulations and land use restrictions among other factors. As a result, housing costs are on the rise in both the sales and rental markets. HUD provides a number of resources to communities that wish to pursue regulatory reform or examine land use policy.
