If I have a new construction LIHTC project located in a FEMA Zone AE (100-year floodplain) but plan to remove it from the floodplain through a Letter of Map Revision based on Fill (LOMR-F), can I receive a commitment from a state housing finance agency to utilize Section 811 PRA during the LIHTC application process? This commitment would be contingent on the project successfully completing the FEMA LOMR-F process, being removed from the floodplain, and complying with the Federal Flood Risk Management Standard (FFRMS) before any Section 811 PRA funds are disbursed.
