This historic note, prepared by the Rand Corporation for HUD’s Office of Policy Development and Research, describes the eligibility certification system employed during the Housing Assistance Supply Experiment (HASE) and its administration. Over the five years that the HASE demonstration was conducted in Brown County, Wisconsin and St. Joseph County, Indiana, two nonprofit Housing Allowance Offices certified the eligibility of 27,800 households and monitored their continued eligibility to receive housing allowance payments. HASE was the second component of the Experimental Housing Allowance Program, which was authorized in 1970.
