Explore PD&R's Working Papers
data setsHUD's Office of Policy Development and Research (PD&R) has posted three sets of working papers — Economic Development and Public Finance, Housing Finance, and Program Monitoring and Research — on HUD USER's website. These scientific and technical papers were written by PD&R staff as a means of sharing information, eliciting feedback, and sparking further discussion.
Smart growth, land use, inclusionary zoning, and environmental valuation are some of the topics touched on in the Economic Development and Public Finance working papers. Among the subjects addressed in the Housing Finance series, are papers addressing Government-Sponsored Enterprise funding of affordable loans, FHA multifamily mortgage insurance, multifamily housing finance, and mortgage market trends. The Program Monitoring and Research Division papers are concerned with methods designed to support and enhance Department-wide program monitoring, such as approaches to measuring neighborhood quality and modeling of rent burden in the Housing Choice Voucher program.
