Worst Case Housing Needs: 2023 Report to Congress

The Worst Case Housing Needs report, the nineteenth in a long-running series, focuses on critical housing challenges for very low-income renters. It defines worst case needs as households paying over half their income for rent or living in inadequate conditions. In 2021, amidst the COVID-19 pandemic, the report identified 8.53 million households with these worst case housing needs, surpassing the 2011 record high of 8.48 million and far exceeding the 5.01 million in 2001. The report maintains continuity with previous analyses while introducing a new element by exploring the intersection of worst case needs and housing overcrowding in its 2023 edition.

The 2023 ICMA Annual Conference for local government professionals will be in Austin, Texas, from September 30–October 4 and HUD User will be there! Stop by booth #732 to check out some of the latest research from PD&R.

HUD User will also be attending the NAHRO National Conference and Exhibition this October 6–8 in New Orleans, Louisiana. The conference is titled, “NAHRO at 90: CELEBRATE,” in commemoration of the organization’s 90th year. Be sure to visit the exhibit hall and find us at booth #616.

PD&R is an exhibitor at the Housing Assistance Council’s 2023 National Rural Housing Conference. The conference, titled “Build Rural,” will take place October 24–27 in Washington, D.C. and will convene practitioners, industry leaders, government officials, and other stakeholders to learn and share about best practices for building and supporting thriving rural communities.
