In support of this vision, The Partnership for Advancing
Technology in Housing (PATH) is pleased to present the
third installment in the Energy Efficiency in Existing
Housing (EEEH) Roadmap series. This volume presents a
prioritized action plan for existing housing energy
efficiency that builds on the substantive content
presented in Volume 1: Technology Brainstorming and
Volume 2: Strategies Defined. The three EEEH Roadmapping
volumes can be read independently or as a set. Whether
you are involved in manufacturing, building, contracting,
or academia, you will find the information relevant and
practical.


Volume Three: Prioritized Action Plan discusses eight key
strategies and associated activities for bringing about
new levels of energy conservation in the nation's
existing housing stock. While they are prioritized, they
are not necessarily sequential. Many of the activities
can run concurrently and should be addressed any time
that sufficient resources can be applied to successfully
completing the activity. This roadmap (or prioritized
action plan) includes the following strategies, which are
discussed in detail in the report.

Top Priority Strategies

1. Provide Consumer Incentives for Implementation.
2. Motivate Service Providers to Deliver Energy-Efficient
Solutions.

Second Priority Strategies

3. Develop a Single Industry Protocol for Practitioners.
4. Improve Retrofit Building Envelope Performance
Technologies.
5. Enable Practitioners to Deliver Energy-Efficient
Solutions.
6. Develop a Performance Monitoring System for Energy-
Consuming Equipment.


Third Priority Strategies

7. Increase the Value Consumers Associate with Energy
Efficiency.
8. Build Credibility for Service Providers.


The PATH program is focused on improving the
affordability and value of new and existing homes.
Through public and private cooperation, PATH is working
to improve energy efficiency, environmental impact,
durability and maintenance, hazard resistance, and labor
safety. To accomplish this, PATH has identified priority
strategies and activities that will enable government and
industry to jointly fulfill the PATH mission. This
priority-setting process is referred to as roadmapping.
