Just Released: 2003 Qualified Census Tracts & Difficult Development Areas Data Sets

If you are an affordable housing provider, developer, or academic/market researcher, the U.S. Department of Housing and Urban Development (HUD) has just released several data sets that will be of interest to you! Following the release of relevant data from the 2000 Census, HUD made its new annual Difficult Development Areas (DDAs) and Qualified Census Tracts (QCTs) designations.

Background
Owners of Low-Income Housing Tax Credit (LIHTC) projects located in DDAs and QCTs are eligible to receive up to 30-percent more credits relative to projects in non-DDA and non-QCT locations. QCTs are census tracts with either high levels of poverty or large numbers of low-income households. DDAs are metropolitan areas, or non-metropolitan counties, where local rents are particularly high relative to local incomes.


Geographic Coverage
The data sets designate QCTs and DDAs for each of the fifty States, the District of Columbia, Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands. The data sets are separated according to Metropolitan Statistical Areas (MSAs) and non-MSAs.
