Jason (and others)-

The coding for exclusion from universe section of the codebook was generated off of code provided by the Census Bureau.  We extracted from their code the conditions that they were using at their "blanking edits" stage.  As such, we may have picked up some intermediate variables that were present only on internal Census data.

So my guess is that it is likely to be an internal Census variable, and the Census people may be able to explain how it was created.

The codebook only documents variables in the public release file.

In Appendix C (Coding for Exclusion from Universes) of the June 2002
Codebook for the American Housing Survey a variable labeled PHAFLG is
frequently referenced.  However, I am unable to find a definition or
explanation of this variable in the codebook.  Does anyone know how PHAFLG
is constructed?
