This historical publication is a guide for individuals and groups involved in community development to provide minimum design and construction standards. The authors attempt to balance land development requirements to reduce costs while maintaining public health and safety. The authors argue that developed lot cost is the single greatest factor in producing affordable housing and although land development standards are not the only factor impacting develop lot costs they are substantial and a standardization across localities would help developers anticipate costs consistently.
