This final report by the National Commission on Severely Distressed Public Housing was produced for Congress and for the Secretary of Housing and Urban Development. The commission was founded by Congress to create a plan to eliminate severely distressed public housing by 2000. The report was made in consultation with community members living in distressed public housing, case studies, and public hearings. The report’s plan is intended for Congress, HUD, and other governmental agencies to remove unfit housing from their communities.
