Testing Landlord Incentives in the Moving to Work Expansion

Fiscal Year 2016 Appropriations law directed HUD to expand the Moving to Work Demonstration by 100 public housing agencies and to rigorously study policy innovations at the new agencies. PHAs joined the Demonstration in cohorts, which each cohort designated to test a specific policy. The Landlord Incentives cohort includes 28 PHAs implementing activities intended to increase the number of landlords renting to housing choice voucher holders, such as a signing bonus or damage repair fund, alternative inspection schedules, and higher payment standards. PD&R oversees an evaluation that investigates the impact of the landlord incentives on the willingness of landlords to rent to voucher holders, the number of landlords participating in the Housing Choice Voucher program, and voucher holders' lease-up success rates. The study's first interim report is available here. The second interim report is scheduled for publication in September of 2024 and the final report should be available in 2026.
