Housing Counseling Works: 2023 Update

A follow-up to the 2017 publication "Housing Counseling Works," this updated paper provides a comprehensive overview of recent developments in homebuyer education and housing counseling services. Integrating new research findings since 2017, the report expands on existing sections and introduces fresh insights from HUD's First-Time Homebuyer Education and Counseling demonstration. Additionally, it delves into research on housing counseling services linked to Home Equity Conversion Mortgages and HUD’s Housing Choice Voucher homeownership program. The paper introduces a novel section examining disparate housing and financial outcomes for individuals and families. Although evidence suggests that housing counseling can enhance outcomes, the report highlights potential unequal benefits across demographic groups. It also underscores a lack of research on equity outcomes in homebuyer education and counseling services, emphasizing the need for more targeted research on the relevance and utility of standard curricula for diverse demographic groups. Housing and Urban Development Health, Economic, and Residential Stability (HUD HEARS) Study

This study addresses the knowledge gap on long-term outcomes of those leaving HUD-assisted housing. Aligned with HUD strategic plans, the study, conducted by the Seattle-King County Department of Public Health in partnership with King County Housing and Seattle Housing Authorities, examines factors associated with positive, negative, and neutral exits. Analyzing 8,266 households in Seattle-King County, the research reveals significant differences in outcomes, indicating that negative and neutral exits are linked to worse results compared to positive exits. Call For Entries: 2024 Secretary’s Award for Public-Philanthropic Partnerships
The Secretary’s Award for Public-Philanthropic Partnerships recognizes excellence in partnerships that have both transformed the relationships between the public and philanthropic sectors and led to measurable benefits in housing and community development, including increased economic development, health, safety, education, workforce development, disaster resilience, inclusivity and cultural opportunities, innovative regional approaches, and/or housing access for low- and moderate-income families.

Completed applications must be submitted via e-mail no later than 11:59 p.m. PT, Friday, February 23, 2024. Please complete this application form (available at https://www.huduser.gov/portal/about/Pub_Phil_2024_Intro.html) and e-mail it as an attachment with all other required materials to HUDaward@cof.org.


2023 Winner: HUD Secretary's Award for Healthy Homes
Wisconsin's Healthy Housing Initiatives Portfolio (WHHIP) is the winner of the 2023 HUD Secretary's Award for Excellence in Healthy Homes, marking the first time that HUD selected just one organization for the award. HUD Secretary Marcia L. Fudge commended WHHIP for significantly enhancing the lives of children with asthma and those at risk of lead exposure in Wisconsin. The project, under the Wisconsin Bureau of Environmental and Occupational Health, successfully implemented the Asthma-Safe Homes Program and the Lead-Safe Homes Program. These initiatives, marked by evidence-based policies and a commitment to sustainability, focus on reducing residential lead paint hazards, providing in-home asthma education, and implementing cost-effective home modifications. WHHIP's success lies in its collaboration and cross-program efforts, specifically through the Healthy Homes Work Group, which underscores housing as a crucial determinant of health.
