Message from PD&R Leadership:
Shaping HUD's Research
In the leadership message, PD&R's associate deputy assistant secretary for policy development Marge F. Martin discusses HUD's Research Roadmaps and the recent research stakeholder outreach event. Among the first federal learning agendas, Research Roadmaps are strategic plans that guide HUD's production of relevant research. In March 2019, PD&R launched the outreach process for the next Research Roadmap update with an event held in Washington, DC, titled "Shaping HUD's Research." Several hundred stakeholders participated in the event in person or through the webcast.

In Practice:
Affordable Housing in Washington's Gentrifying Brightwood Neighborhood
Converted to affordable housing in 2001, Fort Stevens Place Apartments is a 59-unit building in the Brightwood neighborhood of Washington, DC. When the affordability period for the building was set to expire in 2016, the building's tenant association exercised its right under DC's Tenant Option to Purchase Act and selected local nonprofit developer Community Preservation and Development Corporation (CPDC) as the new owner. CPDC performed an extensive $18.7 million renovation of the aging building, which was completed in November 2017.

Summary of U.S. Housing Market Conditions: 4Q2018
Each quarter, PD&R produces a report that highlights key statistics and trends in the housing market. In the last quarter of 2018, apartment market conditions were balanced, and the home sales market ranged from balanced to tight in much of the country. The overall unemployment rate was down slightly in comparison to the last quarter of 2018, and the national foreclosure rate continued to decline. To create the quarterly report, PD&R analyzes data from sources including HUD, the Census Bureau, the National Association of Realtors®, and more.
